My friends in Tokyo all have deals like that. Here in NYC I can barely get a megabit a second because of where I live. Pathetic, isn't it.

So in short, no, you can't get it for that cheap. Things get competitive if you quadruple the rate AND live in a verrry small part of the U.S. that FiOS is available in.
